I don't think they wanted to encourage rebellion. They had just thrown off British imperial rule. Under the Articles of Confederation, there was a very weak central government. The Bill of Rights was intended to answer fears about the new federal government. If the people had access to arms and military training, it served as a check on the federal government. There was a limit to what it could get away with doing.
