His idea goes in line with my thoughts of him paying for the appetizer. If he is paying then it is cool with me. But for some guy tagging along to start snagging the last piece of an appetizer like he hasn't had a meal in days is bad restaurant etiquette.

I'd say the person who ordered it or who paid gets it. Don't touch it otherwise. If that person offers it to you, then you can take it.
