You probably have SB beat at this point, judging by his passive line. I doubt he's on a set or better 2 pair. So what are you worried about UTG having? If it's a flopped set or 2 pair, he has misplayed it with the flush draw on the board against 2 players. So what improved against you on the turn? Q9? KQ? I think there's a good chance you're ahead here, certainly enough to justify calling the min-raise and seeing what he does on the river.
