Contact your state's wage hour division and get the proper forms to file a complaint. It's not the fact that it's "only" 18 dollars, it's the principle. Slippery slope, my friend...

If it's not company policy that he's allowed to play while on the clock, as it appears the GM believes, what's the complaint going to be? There's no law against changing an employee's timecard when they clock hours they didn't work.

If it is company policy just show the GM the policy so he can see that he's wrong.
