I have no idea what you are ranting about.
The only restriction is most sites require the cash out to occur via the method you deposited with up to the amount of the deposit.
You deposit $500 via credit card, they will want to charge back to your credit card the first $500 worth of your withdrawls, before you can request alternative methods of withdrawl like a check.
This is for security purposes, you cannot steal a credit card, deposit on a site, then request a withdrawl of a check (which would be good) for the amount. The site will want to send the money back to the credit card.
Oh and one last thing, since it is obvious you are new:
"they should have no right (legally or otherwise)"
Get this out of your head immediately if you are going to play online. There are no rights associated with poker. You have no poker rights. Legally, you are dealing with offshore corporations, so you don't have much of a legal leg to stand on, either.
The sites make the rules, if you don't agree with them, don't play. Don't depend on "rights" or "legally" to have what is "right" happen. Only deal with trustworthy sites, that have built a good reputation, and show a track record of good customer service. You have no rights, or laws, to protect you, so avoid problems by doing business with sites that show they are going to act honestly because they are in business for the long haul profits, derived from loyal long term customers.
