I didn't read the article, so I don't know if your quote has been taken out of context but I'm only replying to your quote now.

In short, the quote is just full of crap and is probably just a misunderstanding from the author which would incline that he's not too well travelled in the lands of online gaming.

I'm guessing that he might be referring to some sites credit card fraud protections. In short, this means that if you deposit $1500 via your creditcard you can't withdraw any money to any other form of cash out optione (such as NETeller, Moneybookers etc) before you have cashed out your original deposit amount (in this case $1500) back to your credit card.

So say you deposit $1500 with your VISA. You win $800 so you have $2300 in your account. You want to withdraw your $800. You can only withdraw this back to your VISA, and not to NETeller or whatever. So after your withdrawal your balance is at $1500 again. Say you want to withdraw $1000 more out of those. $700 will have to be withdrawn to your VISA (you have then withdrawn $1500 back to your visa), and you will be able to withdraw the other $300 to any other deposit method.

Some sites such as PartyPoker allow you to deposit via VISA, play a number of raked hands and then be eligible to withdraw to the method of your choice. I think it's <deposit amount>*0,25 number of hands. So you if you deposit $1000 you need to play 250 raked hands and then your $1000 you deposited via VISA can be withdrawn with any method.
