You got to remember that as in neighboring France and Italy they are really into style and formality. They haven't been effected by the movement away from an emphasis on show in the Reformation. Also, Europe did not move away from formal dress as much as the US in did in the 1960s and 1970s.
Monte Carlo is extremely wealthy, both in terms of inhabitants and visitors and most people go around dressed very elegantly.

I think that if anything, it serves the best interests of Americans & 2+2'ers to represent in a favorable light. A bunch of 18-25? yr. olds who show up in crappy jeans and tennis shoes will only prove the suspicions that we are a nation of unsophisticated sloths.
