Villains small lead into you is probably the infamous "bet for info" and it's very likely he's planning to fold to a raise. Plus, that deuce is a great card for you 'cause it turns any 5 outer into a 2 outer, and it means there are only 7 possible sets instead of 9.

I'd definitely raise the river for value if he fires small again.
