Article about photo speeding tickets in San Jose, CA

I read the article and wondered why the city officials aren't going to jail. The author, Gary Richards, covers traffic and is a big fan of using the state to coerce behavior he likes from drivers (helmet laws, cell phone laws, etc.), as long as it is not an inconvenience for him.
