Bwana, see dominics post a few up. It is tightly controlled sexual barriers that lead to most child abuse.
This is one picture with no real context. Maybe the girl was like "wtf is that?" Maybe she was asked to by the pedo photographer. I think it is much more likely the first than the last of those two extremes.

Sadly, you are probably right.
There are cases where nudists have been prosecuted for their family albums. There was a girl like the other day prosecuted for posting pics of herself online wasnt there?
Unfortunately common sense is rare in law.
