The reason the Others are so incredibly boring is because the writers have yet to make any effort to explain any aspect of them that is actually interesting.
Oh, they have polar bear cages and shark tanks?
That's interesting, but no explanation why.
Oh, they have access to the outside world?
That's interesting, but no explanation how.
Oh, there's a power struggle between Juliet and Ben?
That's interesting, but no explanation of the reasons.
Oh, they have a submarine?
etc.
Pretty much the only real revelation they've given us was in the opening scene of season 3, which so far has been the best few minutes of the entire season. There is potential for great stuff here, but for now there's just boring stretch-the-season-out filler before we start getting answers to the things that are actually interesting about the Others. It's the nature of the beast - the beast being network television.
So, I'll just close with a saying that works its way into every thread for The Office - it was a weak episode, but still better than most everything else on TV anymore.
