I think to make them think they know you you should do a few things for your fake meeting to make it believable/make her want to believe it. they are

-mention one of her friends that introduced you
-describe what she was wearing/somethign about her in vague terms
-make her look like the hero of the story

Yes, you don't really know any info/how to do this. This is why the internet is awesome. You can use enough "yadda yadda's" combined with stuff she wants to believe.

I'm hurt you don't remember me. I was hitting on your friend (jen i think?) at the bar, and I told some political joke that she had no idea what I was talking about but you laughed, and your nose did this cute little bunny thing when you laughed. So we started talking but then I had to go cause it was my friends birthday and he wanted to leave. It could of been another Heather but I am pretty sure it was you, I have this really vivid memory of it."

What have you done?
-said you noticed she was smarter than her friends, which all girls think/desperately want to be
-id'ed said friend. every girl has a friend named jen
-mentioned you remember something about her specific (nose) but not really an over the top "your hot" compliment
-let her know you've thought about her, girls love that
-youve given her the option, she can say it was her or not. We all know it wasn't. If she says it was, you are 100 percent in. If she says she doesnt think it was her, maybe still salvageable. If shes like "not me, no friend jen, i dont laugh" you can stop wasting your time. It has a built in relationship barometer.
