No, I don't think you're missing anything. These sites are obviously weighing a lot of factors in deciding whether to remain open to US business, and the decision must be close for many of them. Having to switch networks overnight to remain open to US business and probably incurring some downtime in the process (downtime is deadly for any eBusiness) is a pretty substantial tiebreaker.

I'm not at all optimistic about the situation in general but I do think that Doyle's situation is not terribly instructive.
