One reason would be too easy to cheat.

Holdem has the advantage that successful collusion requires lots of skill.

High/lo split games today can be colluded successfully with much less skill, and has been a real problem.

Add in the hi/lo declare element, and it'd practically be impossible for an honest guy to win.
