The fact that he used the word correctly doesn't mean anything. People that think niggardly is a racist term, still know what the word means. They just think it derives from the racist word [censored], and is based on the racist idea that black people are inherently cheap and poor.

That would be why I thought he was making a bad pun on the word. If he knew the word wasn't racist, the joke is even dumber.
