Yes, the 2+2 mods are clearly business focused individuals who have the ability to put together such a proposal.
I suspect your point is that 2+2 has a poor selection strategy for mods but I think you overlook the distinction between mod and admin. Admins propose such things, mods delete [censored] smearing posts (well generally).

Out of curiosity, don't you think these are all a couple years too late? I don't have access to the financials but I suspect 2+2 / conjelco left a lot of money on the table. Seems to me that a poker website is not something I'd want to invest heavily in right now.
