The Colts pretty much were the Cardinals before Manning got there. Outside of one fluke year with Jim Harbaugh they had never won a playoff game since coming to Indy.

Peyton isn't the reason they became great. Just like Brady isn't the reason NE won 3 superbowls.
He was a huge factor but

someone had to choose him as their QB

someone had to aquire WR's,Te's,Olinemen, a offensive cordinator who would realize what he had in Peyton and build the perfect system around him and his talent.
Anyone that thinks Peyton becomes an all time great QB regardless of what team he is drafted by/plays for his smoking some seriously strong weed.

You can say that all you want but bad organizations seem to get turned around real quick when they get lucky enough to find a franchise QB. I guess Jim Mora must have been a developmental genius.
