A friend of mine has played Monarch Beach in Dana Point, and said it was just gorgeous. My wife and I hope to play it on our next trip to SoCal, although the price tag is a little steep (I just looked online, and you can get a tee time tomorrow for $170. Yuck.)
My wife used to work in LA, and has said in the past that there aren't a lot of really nice public courses close by. You can go to the Southern California Golf Association website at scga.org and use their course directory to look up specific facilities.
