Not necessarily. By betting right away you're pretty much telling him you don't have the seven because you would probably slow play that, which leaves the nine or another small pocket pair (since you didn't raise preflop). When the Ace comes on the river that gives him a perfect bluffing opportunity. On the other hand he may have the seven and is slow playing you but it may be worth a bet to learn that about villian. At the same time, the pot isn't overly large so folding isn't a bad choice but I don't think it's the automatic choice. You're getting roughly 6:1 pot odds so a call is profitable if you think that villian could have a nine or be bluffing around 20% of the time in this situation.
