You may want to reread teh section of Neteller's terms and conditions that spell out the Neteller Card. For Americans, they use a US bank for the card transactions. As soon as you move money from your Neteller account to the card is shows up on the books of a US bank with your name and SSN attached to it.

No one's name is ON their card. However, your name is linked to the number on your card. When you move money from your Neteller account to YOUR Netellercard, the money you "put" on the card actually goes to a US bank and is held there IN YOUR NAME until you take it "off" the card by either using an ATM to get cash, make a purchase, or move it back into your Neteller account.
