I have this problem from time to time, and it manifests itself in other ways. There's something I KNOW I SHOULD DO, I rationally tell myself it needs doing now, and I don't do it. It strikes me as different from procrastination, which I also have issues with.
I've read meditation helps with these things, that the "monkey mind" where you have internal dialogues with yourself about what you should be doing can be quieted. This would allow you to recognize that staying up late watching uninteresting TV isn't worthwhile and act on it.
