fish aren't going to come because of a change in rake structure.

I stand by my statement that putting more money in the hands of the looser players will certainly loosen up the game.
I personally use a very tight aggressive style on WPEX because I know that I am getting a rakeback bonus for playing that way. I would loosen up a bit if it were figured by contributed. I am not the only one who has adopted this obvious strategy to try to beat the game.
Losing players may not be attracted to WPEX because of the way rakeback is figured, but they will last incrementally longer at the tables and at the site when you give them more money in their pocket every week.
As it is the fish get cleaned both by the rakeback structure, and by the very tough opposition. Leveling the field by changing the rake structure will make every loose, marginal or losing player last longer at the site, which means more loose play at the site, and more table selection.
It is inarguable that the current structure rewards and encourages tight play. If you want the games to loosen up, then changing the rakeback structure will be a step in that direction. By itself it will not overnight make the site loose, but it will get the ball rolling in that direction.
Advertising is also a great idea for attracting non-pro players, of course. But, it costs money, while changing the rakeback structure does not cost WSEX a penny once the software change is implemented.
