Well, here's the problem: We limit the gift value to $20, and many people will buy something for like $15 (a bottle of wine, some beer, etc) and throw in $5 worth of lotto tickets. It's pretty standard. There were lotto tickets in about 4 or 5 of the 30 gifts.
