Yeah he'd start.
Would he be the best or one of the best or just meh? I dunno, I think part of it would have to do with the person. He'd have the physical talent to be THE BEST....but he couldn't do it by having like junior high bball skills on his massive frame. The hardest part would be improving his lateral movement...if an average joe turned giant could do that effectively then he'd be unstoppable.
