Start looking for good opportunities to move somewhere--someone you know needs a roommate, someone you are good friends with LOVES it where they are etc. But don't force it if nothing jumps out at you. Since it sounds like you are still on the fence, maybe let another Pittsburgh winter sweeten the pot. That way when you do move, you won't be sitting somewhere lonely, uprooted, wondering if you made the right call.
Moving can be tough. After that initial honeymoon with your new place, the first year or so can be kind of hard to take. Or it can go really well if you make good friends or have some already there. When I finally left KC for good, I was 100% sure I didn't want to go back to live. If I had been 50/50 I might not have made it.
Also it sounds like you are more family oriented than most your age. Have you considered just staying put and travelling to some live MTTs/vacations etc.? This would burn off some of that BR and might motivate you to play more.
And finally, no matter where you move, you're still going to have to tackle this lack of desire to play issue head on. It's not going to stay behind in PA. Trust me from experience, issues never stay behind.
