Villain could easily have 77-JJ and put you on AK. Min raise to me is frequently "I think you're full of crap" as much as "I have a huge hand and don't know a better way to extract." But 99 floating the flop on an apparent CBet and luckboxing the turn is not unheard of here. But if he put you on AK he thinks the 9 didn't help you.

AQ is possible too with him putting you on the mid pair after an oversized PFR (although that may be my tourney mentality speaking).
