A little bit of both. Many, perhaps most, books subscribe to the Las Vegas Sports Consultants service which sends out their suggested lines. The books may or may not make adjustments to these. Some of the big offshore books set their own lines. They may or may not subscribe to LVSC. Many of the smaller books copy the lines of these big books.

So, LVSC plays a key roll in how lines are set, but they're not the only factor that goes into the early numbers. Their influence at some books is higher than at others.
