The university owns the library and they make policies about who can enter. Students can enter of course, provided they abide by the policies, which he was not. The second he is asked to leave by the library officials and refusing he is trespassing. Did he expect the library to make an exception for him, "Na you don't need id, that's just a policy for everyone else"
While the cops did not HAVE to taser him (they could have removed him by carrying out) but they were within their rights to and frankly I'm glad they did.
