He's not folding a set or two pair here. He could have a set, or a pocket pair like Ts or Js, or A9. How loose is he calling raises pre-flop? If he's very loose then hands like 8T and 68 aren't out of the question, particularly suited.

I'd probably just check-call. He's played this like a draw, so if he has a hand you beat, let him bluff it at you.
