I 8 table and more and rarely even have the beep for 15 second warning. If anything people who play a lot of tables act quickly as we check the auto buttons preflop. I think you have a huge misconception about who is really slowing down the games. Generally speaking if someone get to the point where they cant even act in time it is probably -EV, therefore the player wouldn't play X amount of tables as they are losing money by doing so.
