I doubt your disappointment is anywhere near our level.

As of now you are in breach of contract for anybody who has complied with your conditions of payment. Your 'supposed' problems with Neteller are not the concerns of your customers. You have known for weeks the amount of money you owed to your customers on the 20th and should've had a backup revenue source secured so you could pay out on the 20th.
