This group has not been paying players for a long time. Long before this bill was even talked about. I sent several players to try to talk to the people at Pokerrakerefund.com (who I think are very close related if not the same as Rakebackoffers and Themoneyback) but PRR denied any involvement. For those that do not know the person that ran Rakebackoffers was the manager of PRR. Rakebackoffers at one point bought PRR and turned it into a close site of Rakebackoffers.

IMO this group has vanished so there is little if any hope of getting paid. I kind of surprised PRR is still up and running after all of that too. It has gone back to its original rakeback directory.
