Actually, I don't think that's a given at all.
haven't there been U.S. promotions where the casino pretty much reserves the right 'to change the promotion as they see fit' or something like that and customers end up getting screwed?

Bob the major difference between the scenario you describe and this scenario is that Party collected customer's money. It's one thing to run a promotional $200,000 poker freeroll tournament for your big fish, have only 10 people take them up on the offer and decide to cancel the promotion. It's another thing to fund a jackpot with $9.5m worth of players funds, and then rebate $7 million of it at the end all the while promising the customers $22m in future prizes. Taking back the difference between the $9.5 million dollars and the rest of the guarantees ($like $9m in freerolls and $5m in value added in the finale) is shady at best. Taking the difference between what they rebated and the player funded money is criminal.
