I had a NY cell phone when I moved to Boston and they rejected me for that reason. So somehow I doubt this would work between states, unless you all could get a temporary cell phone from Delaware or VA or something.

I believe this has changed recently. I got this answer before so I left my Neteller account dormant. I actually forgot about it and called the other day to see if they could activate my account so I could move money between sites. When the guy asked for my phone number I gave him my cell phone as that's all I have. He said "Is this a California number?" I said "no it's my mobile from new york" and he continued. So either he was being nice and overriding the rules, possible due to the recent legislation, or they changed their policy. Either way it's worth a shot.
