He is right. I emailed the VIP club about this very matter last week. The response:

automatically take place on the 17th of October.
If the act is signed into law prior to the promotionýs completion, any uncompleted bonuses will be calculated pro rata and credited to players accounts.
You will continue to have access to your account at any time. Withdrawals from your PartyAccount are not prohibited by the act hence, you will be able to cash out after the act is signed.
