Because that is not indicative of his true value. Run support is out of the pitcher's control for the most part, and thus it would be idiotic to judge a pitcher based on things he has no control over.
ERA is more indicative of value. To go farther, Strikeout rate, Walk rate, and homerun rate are the most indicative of value, as they are the things pitchers have the most control over.

HR rate isn't that important. WHIP is easily the most important, than ERA, and K/9 is a close third.
