According to Gov Owens, no way. The right-wing xtian fascists won't stand for it. And he's one.

Bill Ritter would rather get tough on crime by plea bargaining for 95% conviction rates. Don't make waves, just look good is his motto.

Bob Beauprez is another in the Owens camp.

So Bingohawk and the others will stay at $5 max. The bingo church ladies won't stand for more.
