From a quick re-reading of the original Leach and Goodlatte bills, it appears that the ISP langauge was drawn from the Goodlatte bill, which sought to amend the Wire Act. In other words, the ISP provisions were apparently enforcement mechanisms for the Wire Act portion of the bill. Therefore, if the Wire Act provisions are removed, then it appears that the ISP provisions would probably go with them.
