I would say that the games would be tighter and more aggressive than the average poker site(not full of 2+2ers). If you are new to poker, this could end up being a bad situation for you. But, if you are a solid poker player, but just new to 2+2, it could be that 100% rakeback at WPEX is better than some/most rakeback options.
If it were me, I would sign up at a few rakeback sites in addition to WPEX. Then, I would put in a few thousand hands at each site over the course of a month to get a feel for the games and other things like hands/hour, interface, # of tables, game traffic at my limit etc, and go from there.
