Use whatever term you wish, you're caught up in semantics here. For example, if I decided to copy parts of the 2+2 books and re-sell them with my name as author or post them on the internet for free, do you consider this "illegal"? I cannot be thrown in jail for that or prosecuted, but 2+2 would undoubtedly follow-through in a civil proceeding and sue me for lost revenue and win. There is a copyright law protecting them in this matter.
