I'd fold preflop, playing draws OOP sucks.
I'd like the flop lead more if you had flush+gutshot not just gutshot (in which case you could go bet/3bet allin), and the flop lead is not nearly enough needs to be close to PSB here.
The turn bet is again on the smaller side and is vulnerable to being raised. Semi-bluffs should include the opportunity to fold better hands, which this lead has little chance to do. I'd 2/3 pot it.
