It's referred to as the transfer scramble. It occurs during every offseason. You'll find a few outspoken players voice their transfer requests near the end of every season.

This doesn't happen much here in the U.S. Also, if these players aren't moved, how do they usually perform during the coming season. Do most just suck it up and play as a professional or do some just tank it and get moved during the season?

It varies from player to player. Some increase their value while others decrease their value with their play.
