I'm not sure what you mean by this. I guess you are assuming that 3 people under the same roof cannot participate in a tournament without cheating. I disagree.
My brothers-in-law live in another state. Occasionally we get together for the holidays, etc. We'd like to be able to play an online tournament together for fun. I can understand why the online sites need to be vigilant - but assuming the only reason to play from the same location is for the purposes of cheating, is ridiculous.

The point is that the positive of preventing collusive behavior outweighs the negative of preventing you and your buddies play in the same physical location.
I mean, buy a deck of cards and grab the penny jar.
That said, my oldroomate and I would play separately over the same connection (and presumably same IP) address. Party just wouldn't let us join the same table (rightly so).
We found this out when my roomie tried to come into my room to razz me. I was actually happy to hear it.
