His $16 turn bet is kind of goofy. He doesn't need to block since he has position, so it is some kind of value bet? Or a bluff inducer? (But this limit is a little low for that.) If it's a value bet, then he is one of two species of idiots: He might have a monster and is afraid of chasing you off; or he might have something that he thinks is ahead but he isn't really confidant, so he only wants to bet a little.
The problem with your big check-raise is that it usually will only chase off the hands you beat. Sure, you might get called down by a smaller pocket pair, but they might fold, whereas a 10 never will. I can't put him on a bigger pocket pair without a preflop reraise, except MAYBE QQ, and this might call you down anyway.
I say just call his baby bet on the turn and check the river. If he does have you beat, maybe he'll make another baby bet on the river and you get a cheap showdown. Either way, he's a moron and you should know that you deserve his stack. So save ammunition for a better spot than this.
