You're new to college, aren't you? At my school, the minimum meal plan is 14 meals a week, and on average, my dorm used ~7 meals per person a week. No option to reduce this, and when it was brought up in the student government, the food service said they couldn't afford to allow a smaller meal plan because they couldn't pay for the food if everyone actually used close to what they paid for. It's all a scam.
