Combs must have had ~60k at the start of the hand since he just doubled up. With the 2 bets they mentioned in CP, there would be 60k in the pot, with Combs having ~30k behind, so it was only about a half pot bet by Daniel. It would actually be less if the preflop action was taken into account (CP ignores it).

So it looks like this was just a value bet, and top pair would have a tough time folding getting better than 2:1.
