Why would the floor rule this way? I agree with the ruling other than the amount of the raise. Assuming 300-600 blinds, Tran raised 1100. If Hill announces 'raise' and fails to put in a full raise, should he not be required to raise only the minimum, which is 2800 total? Instead he was instructed to raise to 3400.

Am I off, or did the floor blow this?
