If you mean Mike Mangini, that guy's incredibly fast. He actually holds (or at least held at one time) the world record for world's fastest drummer (hands category).
As for Portnoy, I love his drumming. But he's always been terrible at solos. For someone who's drumming is usually original, his solos are godawful boring.
