I've seen min bets used to induce bluffs or overplay of medium strength hands. Usually the line is minbet/call, minbet/call, big bet. I think the idea is that a check is an obvious way to show weakness (or strength) but a min bet really does look weak and lets a aggressive opponent bet your hand. I see this more often with big hands than with draws.
