I just call here. The flop call and turn minraise is likely to be "testing our resolve". By only calling the turn he will then bet his 8, underpair, or bluff whereas he is likely to fold these if we bet. If he has a 9 or overpair the cost of a river call is likely to be about the same as a bet/fold line and lets us see the cards.

Any draw is likely to be a straight draw (I don't give much credence to BD flushes) so his odds will be <1:5 for the river because our TT is likely to be 2 of his outs.
